The Chair is solely responsible for the progress of the Review and the preparation of the Report. However, he will call on the members of the Advisory Committee to share with him insights gained from their extensive experience with workers and businesses, and from their varied perspectives on the social and economic issues that arise in the context of Ontario's workplace safety and insurance system. University Professor Emeritus, former Dean of Osgoode Hall Law School and former President of York University, Harry Arthurs has recently completed his assignment as Commissioner appointed to review Federal Labour Standards legislation (2006).
Professor Arthurs is a former member of the Economic Council of Canada, former Bencher of the Law Society of Upper Canada, former President of the Canadian Civil Liberties Association and a former Associate of the Canadian Institute for Advanced Research. He is a Fellow of the Royal Society of Canada, a Corresponding Fellow of the British Academy, Canada Council Killam Laureate in Social Sciences (2002), and winner of the Bora Laskin Award for Contributions to Labour Law (2002) and of the International Labour Organization Decent Work Research Prize (2008). He also holds numerous honorary degrees.
His publications range widely over the areas of labour and administrative law, legal education and the legal profession, globalization, and constitutionalism. He has been an arbitrator and mediator in labour disputes, has conducted inquiries and reviews at Canadian, British and American universities, and has provided advice to governments on a number of issues ranging from higher education policy to the Constitution to labour and employment law.
Maureen Farrow is President of Economap Inc. The firm specializes in interpreting the impact of global economic trends on financial markets to assist portfolio managers with asset allocation decisions.
During her career, Maureen has specialized in applied economics, forecasting, and policy development. Maureen is widely recognized for her frequent public speaking engagements on global economic trends, international trade issues, Canadian and regional economics, demographics, competitiveness and the environment.
Maureen currently serves as a Director of The Equitable Life Insurance Company of Canada and a member of the Investment Committees of WorkSafeBC and WSIB (the Workers' Compensation Boards for British Columbia and Ontario respectively). She is a member of the British North American Committee. Maureen has also served as a Public Governor of The Toronto Stock Exchange from 1993 to 1994, Director of the Canadian Chamber of Commerce, 1990 to 1996 and as a Board member of the Social Sciences and Humanities Research Council of Canada, 1985 to 1991. Maureen served as the President of the Canadian Association of Business Economics from 1983 to 1985 and President of the Toronto Association of Business Economists from 1979 to 1980. In 1991, Maureen was made a Fellow of the Institute of Management Consultants, in honour of her contribution as an economist to the business community. In 1996, Maureen received the Commemorative Medal marking the 125th Anniversary of Confederation.
Maureen received a B.Sc. Honours in Economics from Hull University, England in 1966 and undertook Post Graduate work at York University, Ontario.
Basil Eldon "Buzz" Hargrove, is the former National President of the Canadian Auto Workers trade union. He is currently serving as a Distinguished Visiting Professor at Ryerson University's Ted Rogers School of Management.
Hargrove first became involved in the automotive sector as a line worker for the Chrysler assembly plant in Windsor, Ontario. He served as President of the CAW from 1992 – 2008.
In 1998, Hargrove co-authored the book Labour of Love: The Fight to Create a More Humane Canada with Wayne Skene.
In 1998, Brock University honoured Mr. Hargrove with a Doctorate of Laws degree. He has also received honorary doctorates from the University of Windsor in 2003, from Wilfrid Laurier University in 2004, and from Queen's University in 2009. In 2008, he was made an Officer of the Order of Canada.
From February 27, 2009 to November 2009, Buzz Hargrove was the interim NHLPA Ombudsman.
John O'Grady is a consulting economist specializing in the analysis of labour markets and human resources. He is a founding partner of Prism Economics and Analysis. John holds an MA in economics from the University of Toronto. He is a member of the American Economics Association, the Canadian Association of Business Economists, the Canadian Industrial Relations Association and the Industrial Relations Research Association.
In 1992, John was Visiting Senior Researcher at the Economic Council of Canada. At the Economic Council he completed two studies. The first reviewed the impact of compulsory arbitration in the public sector. The second examined the relationship between industrial relations and changes in work organization. Both studies were subsequently peer-reviewed and published.
John was an adjunct professor at the Centre for Research on Work and Society at York University. In 1998, John was chair of an advisory committee of HealNet - a research network supported by the Medical Science Research Council. He also served on an advisory committee with the Centre for the Study of Living Standards. John has taught labour-management relations at Ryerson University and a labour markets issues course at York University.
John was previously the Research Director and Legislative Director at the Ontario Federation of Labour. Prior to joining the Ontario Federation of Labour, Mr. O'Grady was the representative in Asia for the Canadian Labour Congress and the Brussels-based International Confederation of Free Trade Unions.
John is currently Chair of the Institute for Work and Health and a member of the Board of Directors and President of the Toronto Business Development Centre.
John Tory is a Canadian businessman, political activist, former leader of the Progressive Conservative Party of Ontario, former Member of Provincial Parliament and broadcaster. He also is the volunteer chair of the Toronto City Summit Alliance.
Tory received his Bachelor of Arts degree from the University of Trinity College, University of Toronto in 1975. He received his Bachelor of Laws degree in 1978 from Osgoode Hall Law School of York University. He was called to the Bar in Ontario in 1980.
From 1980 to 1981, and 1986 to 1995, Tory held various positions Tory, Tory, DesLauriers & Binnington, including partner, managing partner, and member of the Executive Committee.
From 1981 to 1985, Tory served in the Office of the Premier of Ontario as Principal Secretary to the Premier and Associate Secretary of the Cabinet. In 1985 Tory joined the Office of the Canadian Special Envoy on Acid Rain, as Special Advisor to the Special Envoy. Tory later served as Tour Director and Campaign Chairman to then Prime Minister Brian Mulroney.
From 1995 to 1999, he returned to Rogers Communications Inc., as president and CEO of Rogers Media. In 1999, Tory became president and CEO of Rogers subsidiary Rogers Cable.
Tory was leader of the Ontario PC party from 2004 to 2009.
In January of 2010, Tory became the Chair of the Toronto City Summit Alliance. He currently hosts Newstalk 1010's Monday to Friday Live Drive, which airs from 4pm to 7pm.
After Joe graduated from the University of Toronto in 1982 with a specialist degree in Economics and Political Science, Joe worked with a transportation trade Association for one year as an economic analyst.
Joe joined the Workplace Safety and Insurance Board (WSIB) in 1984 as an initial adjudicator. He has worked at the WSIB for over 25 years and has held various positions. Soon after starting at the Board, Joe was promoted to the senior adjudicator position. He subsequently moved on to the Finance division where he worked in the Actuarial Services Branch acquiring extensive experience on funding and rate setting issues.
Joe has also worked as a junior and senior policy analyst in the former Revenue Policy Branch where he was later promoted to a manager and held this position up to 2003.
Other positions held by Joe included Executive Assistant to Jill Hutcheon as VP of Policy and Research, Acting Executive Director of Policy and Research, and Project Director for the Stakeholder Funding Information Sessions which took place between 2004 and 2005.
He was appointed to Director of Benefits and Revenue Policy Branch in November 2005 and held this position until October 2008 when he was appointed as the Executive Director of the newly created Revenue Division.
Other Senior Management positions held by Joe have included Executive Director of Service Delivery, and more recently he was appointed as Vice President of the newly created Policy Services & Appeals division.
Serge Recchi graduated from the University of Western Ontario with a Bachelor of Law and became a lawyer in 1991. He also has degree in Administrative Studies from York University.
Serge articled at a Toronto law firm which specializes in labour law, human rights, occupational health and safety and workers compensation.
He joined the then Workers Compensation Board in 1991 as Legal Counsel and was promoted to Senior Legal Counsel in 1997. While in Legal Services, Serge worked on a wide variety of legal, policy and quasi-legal matters for the board of directors, senior management and other staff. In later years, Serge focused on collection, revenue and employer-related matters, thereby acquiring extensive legal knowledge and experience on these matters. He has participated on both internal and external committees.
In 2007, Serge joined Regulatory Services as a Senior Prosecutor where he focuses on prosecuting various regulatory offences under the Workplace Safety & Insurance Act.
Diane joined the Workplace Safety and Insurance Board in 2004 as Business Lead of Special Projects for the Chief of Corporate Services. Shortly after her arrival, Diane was asked to assume the responsibilities of the Director of Corporate Executive. In this key supporting role to the President, Diane’s responsibilities included government relations. Diane also played a key supporting role to the Chair and the Board of Directors of the WSIB.
Prior to joining the WSIB, Diane was with the Ontario Public Service. In her twenty plus years of service with the Ontario Government Diane held a number of positions with the Ministry of Labour including Executive Assistant to the Deputy Minister, Manager of Policy and Issues Coordination and a variety of management positions in finance and administration.
Diane is a business graduate of Ryerson University.
